Ruth Habermehl has been elected into the board of SIETAR Germany. Ruth will coordinate SD's public relations and the development of focus groups across Germany related to specific professional topics that have formed in the course of an Open Space event held in June. Ruth works for the migration department of the Diakonisches Werk (the German protestant's church social welfare organisation).

Michael Thiel and Anette Hammerschmidt - the former presidential team - have left the board after two terms. Their efforts in (co-)organizing the SIETAR Europa conferences in Vienna and Berlin will always be remembered.

BANLIEUES D’EUROPE’EST
« Centres in the periphery »
Bucharest, Romania, 23-25 September 2005

Organised in collaboration with the Banlieues d’Europe network, the first meeting of the Banlieues d’Europ’Est network aims to draw attention to the Eastern European region and to centre the debate on the question of peripheral cultural centres, situated on the edge of towns or traditional or official artistic circuits.

This double marginalization, geographic and artistic, generates a rather special debate, placing these centres at the centre of citizen participation today. It means asking questions about artistic practices, their capacities for mobilisation and innovation, and highlighting their constraints and difficulties in order to try and isolate the specificity of the projects.

This meeting will follow up the debate initiated in 2002 by Banlieues d’Europe during the meeting on “Innovative Cultural Practices in South Eastern Europe, and that of the meeting in 2004 on “New European Movements, Nomad Communities, Cultures in Movement”. This meeting will also be the occasion to valorise the work of identification and setting up of networks developed by Banlieues d’Europ’Est over the last few years.

The work will take place over 3 days and will consist of workshops, round tables, a journey through the town and another in the country, and will the same time encourage exchanges, the sharing of experiences and the setting up of networks between the actors concerned. The meeting will centre the debate on subjects such as:

  • provocative interventions in urban space, intended to make people react and to reflect on current themes;
  • venues and actors that experiment different relationships with artistic production and its public;
  • projects and mobile/itinerant modes of expression that break down the established barriers between the artist, the public and the venue.

For this event, Banlieues d’Europ’Est aims to create a space for meetings and dialogues for artists, professionals and cultural actors in this region. In this framework, one of the objectives of this meeting is to constitute the first elements of an alternative debate on art and culture in the Eastern European region, and in order to achieve this Banlieues d’Europe and Banlieues d’Europ’Est will:

  • bring together innovative artistic experiences, conceived in the geographic or artistic periphery of the town;
  • make these practices visible and encourage dialogue and exchange;
  • promote dialogue and openness for better understanding of these practices and for their dissemination at the European level.

CROSS-CULTURAL LEARNING STYLES
Singapore, October 5th – 7th, 2005
A research program funded by the European Union, initiated by the FH JOANNEUM (Austria) together with FH Gelsenkirchen (Germany), Singapore Management University (Singapore) and Kasetsart University (Thailand). The first major part of this ongoing research project will conclude with an academic conference held in Singapore. Further conferences in the series are already planned for 2006 and 2007.

PERSONAL LEADERSHIP Making a World of Difference
Paris on December 1-4, 2005.
This workshop is intended for intercultural practioners and anyone interested in examining the directions and committments they are making in their own development as they live and work across cultures. Personal Leadership is a methodology/ framework/ tool consisting of two principles and six practices. It can help us become better at handling not only cultural differences, but also change, uncertainty and decisions that we find difficult to make. The methodology is called Personal Leadership because it invites us to take leadership of our own personal development in situations where we have a choice to either to go to 'default' or to think of new and creative ways of handling differences.
The three day workshop (plus one evening) will consist of small group activity, lecturettes, partner exercises, field trips and quiet time for reflection.
PL workshops have been offered in many national and global contexts since 1998. However, this is the first time we are conducting a seminar in Europe.

INTERCULTURAL STUDIES COURSES

The UBC Centre for Intercultural Communication and the CERI The UBC Certificate in Intercultural Studies is an innovative and timely program for people from any sector who want to communicate effectively across cultures and adapt successfully to cultural change.

This interdisciplinary program is practice-based and combines experiential workshops with online seminars. As a participant, you build intercultural knowledge and skills for your own situations. You also increase your effectiveness in multicultural and international work and improve your ability to work well with people from other cultures.

The UBC Certificate in Intercultural Studies is awarded after the completion of two required courses and three electives. The introductory course described below will be offered on the following dates at Lille Catholic University: September 29, September 30, October 1

Course Outline

Foundations and Skills in Intercultural Communication (CIS 501 & 502)

This course introduces and reviews principle concepts of intercultural communication: culture, ethnicity, race, behavior, stereotypes, expectations, generalizations, and values. Participants are invited to discuss their own cultures and the way in which they influence their professional and personal life. Consider contexts in which intercultural skills are required and explore how cultures vary. Learn how to deal with miscommunication. Prepare your own portfolio of tools to build intercultural competence.

3 days of face-to-face courses
6 weeks of the course via the internet

THE OBSERVATORY OF CULTURAL POLICIES IN AFRICA

The Observatory is a Pan African international non-governmental organization. It was created in 2002 with the support of African Union, the Ford Foundation and UNESCO with a view to monitor cultural trends and national cultural policies in the region and to enhance their integration in human development strategies through advocacy, information, research, capacity building, networking, co-ordination and co-operation at the regional and international levels.

EU PROJECT PROPOSALS

Autumn is approaching, and this is the season of project-making. We are keen on joining new and interesting project proposals to be submitted in the framework of Leonardo da Vinci and Socrates in October/November 2005..

The Leonardo priorities that we would find most interesting are

  • Developing the quality of VET systems and practices
  • Developing relevant and innovative e-learning content
  • Continuous training of teachers and trainers
  • Validation of non-formal and informal learning
As far as Socrates is concerned Minerva and all three centralised project types in Grundtvig are relevant for us: European Cooperation Projects, Training Courses and Networks, particularly in the areas of
  • Teaching and learning of foreign languages, regional and minority languages, and the languages of migrants and ethnic minorities in adult education;
  • Learning in later life; Inter-generational learning;
  • Strategies to promote effective alternative pathways into formal education, including access pathways to higher education for persons without formal entrance qualifications;
  • Professionalisation of adult education (initial and in-service training of adult education teachers and other staff; quality assurance of services and institutions);
  • Relationship between general and vocational education; workplace-based general learning;
  • Adult education for marginalised or disadvantaged citizens, notably prisoners and ex-offenders, refugees and asylum-seekers.

A topic which is of special interest to us is the demographic change and to develop strategies for enterprises and organisations, employees and citizens to cope with the challenges of the ageing society.

We would be very pleased to discuss and contribute to your ideas for new
project proposals. So please let us know if you intend to submit a proposal in the coming selection rounds.

Why is it that Europeans ended up conquering so much of the world? Or, as one of Diamond's New Guinean friends asks him, why do they have all the "cargo"?

Despite all the contrary evidence from anthropology and human biology, many persist in attributing the differing political and economic successes of the world's peoples to biological, "racial" differences. Others appeal to cultural differences or to historical contingency. But Diamond sees the fundamental causes as environmental, resting ultimately on ecological differences between the continents.

An extended argument for this, Guns, Germs and Steel is nothing less than a history of Homo sapiens on a scale of continents and millennia.

According to the Statutes of SIETAR Europa:
Proxies are permitted but no member may have more than five votes. Decisions are taken by simple majority of the voting members present or represented by proxies. (Art. 7, Statutes). The quorum for the general Assembly shall be 25% of the total membership. If a quorum is not present, then a second meeting may be called in which no quorum is required.
